A useful distinction
An opening with many available actions can be confusing before the player understands their consequences. A first move can introduce one useful relationship without presenting every feature. That does not require forcing the player through a long unskippable sequence.
Put it into practice
Create a small opening state in which the intended action has an observable result. Ask a tester what they think is possible before offering instructions. Use the difference between their expectation and the result to improve the explanation, rather than blaming the tester for misunderstanding.
