A useful distinction
Paper pieces make it easy to change a board, rule or score condition before writing code. They are useful for turn-based ideas, though they do not reproduce every timing or control issue of a digital game.
Put it into practice
Use plain tokens and a short written rule sheet. Let another person make decisions while you apply the rules consistently. Record ambiguities instead of quietly changing the rule during play. Treat the test as evidence about this small prototype, not proof that a future digital version will work.
